Resumo: Esta pesquisa analisa a percepção dos representantes de cinco secretarias municipais de educação (Acaiaca, Diogo de Vasconcelos, Itabirito, Mariana e Ouro Preto), da Superintendência Regional de Ensino de Ouro Preto (25ª SRE) e da Universidade Federal de Ouro Preto (UFOP) sobre a articulação entre as redes básicas e superior operada pela universidade por meio da Mesa Permanente do Programa UFOP com a Escola. Foram realizadas um total de 14 entrevistas, partindo de roteiros semiestruturados, as quais divididas entre professores da universidade, das secretarias municipais de educação e da 25ª Superintendência. Os dados obtidos foram organizados e analisados sob três dimensões: (1) a Mesa Permanente de discussão do Programa UFOP com a Escola na percepção dos excoordenadores; (2) a percepção dos representantes das secretarias municipais de educação e da superintendência de ensino sobre a Mesa do Programa UFOP com a Escola; e (3) o desenho da rede de cooperação regional: universidade, municípios e superintendência. O referencial teórico baseia-se nas contribuições de Abrucio (2005; 2010) e Arretche (1999; 2001; 2002; 2004; 2010) sobre a organização do Estado brasileiro, sobre as possibilidades, os impasses e os desafios da nossa arquitetura constitucional e os problemas a que as políticas sociais estão submetidas sob o ponto de vista da conformação de cooperações entre os entes federados. Por sua vez, Bichir, Bretas e Canato (2017) e Bichir (2016; 2018) analisam e propõem o estudo das políticas a partir de uma compreensão da governança multinível revelada pela complexidade do sistema tripartite brasileiro e a construção de arenas como forma de superação dos vários desafios desse sistema. Avançando no campo da Educação, trazemos as análises sobre a relação entre as redes de ensino propostas por Gatti (2007; 2008; 2010), com foco nas políticas de formação inicial e continuada de professores. Da mesma forma, Segatto e Abrucio (2016) vão propor análises da relação entre os estados e seus municípios sob o prisma da educação para verificar quais foram os avanços e como eles ocorreram. Como parte dos resultados, na primeira dimensão as entrevistas com os professores apontaram que sua ação no Programa tem sido direcionada pelas políticas oriundas do Ministério da Educação (MEC), como os Planos Nacionais de Educação. Ao mesmo tempo, a conformação da Mesa, que dialoga com os municípios, tem inspiração em modelos estabelecidos pela secretaria do MEC. Além disso, a elaboração das ações iniciais ocorreu via processo de indução financeira, com a aprovação em editais para a manutenção e o desenvolvimento das atividades extensionistas. Ainda que sejam observados diversos gargalos, a ação federal se mostrou, no período da pesquisa, efetiva e os recursos dispensados por esse ente foram fundamentais para que o Programa existisse. Já na segunda dimensão, os representantes ressaltaram a importância da Superintendência de Ensino no processo de aglutinação regional em torno da Mesa e sua forte atuação junto de todas as municipalidades e com a universidade. Eles demonstram participar há muito tempo das atividades com o Programa e com a Mesa e se mostram satisfeitos com os resultados advindos dessas formações. Fizeram considerações sobre os modos como se relacionam com os demais membros e quais as representações que mais colocam questões nas reuniões e também sobre seu percurso junto aos demais membros da Mesa. Pelos relatos, forma-se uma rede entre todas as instituições e que criam o que se tornou a terceira dimensão. Nessa dimensão, os relatos e registros dão conta de que o Programa possui o objetivo de incidir sobre as políticas, programas e ações educacionais das municipalidades, mas que esse processo não tem se mostrado simples. No relato dos professores da universidade há uma dificuldade de as municipalidades contribuírem financeiramente, que existem demandas dos municípios e o Programa afirma que existe possibilidade e pessoal para trabalhar com aquela temática. Há formações que a UFOP não tem como ofertar. Existem os bolsistas e o prédio, mas a formação é gratuita. As prefeituras têm que garantir o lanche e o transporte. As ações extensionistas de formação se desdobram na construção de uma concepção muito própria de prática docente. Tal construção afeta as estruturas municipais que possuem mais liberdade de atuar nas políticas desse campo, uma vez ausentes os governos e direcionadas às ações. Tal processo tem sido acompanhado, nos municípios menores, da construção de novos planos políticos pedagógicos.
Resumo em outra língua: This research analyzes the perception of representatives of five municipal secretaries of education (Acaiaca, Diogo de Vasconcelos, Itabirito, Mariana e Ouro Preto), the Regional Education Superintendence of Ouro Preto (25th SRE) and the Federal University of Ouro Preto (UFOP) on the articulation between the basic and higher networks operated by the University through the “Mesa Permante” (Permanent Table) of “Programa UFOP com a Escola” (Program UFOP with School). A total of 14 interviews were conducted, based on semi-structured scripts, which were divided between professors from the University, municipal secretaries of education and the 25th Superintendence. The data obtained were organized and analyzed under three dimensions: (1) the “Mesa Permanete de Discussão” (Permanent Discussion Table) of “Programa UFOP com a Escola” (Program UFOP with School) in the perception of the former coordinators; (2) the perception of the representatives of the municipal secretaries of education and the superintendence of teaching on the “Mesa” (Table) of “Programa UFOP com a Escola” (Program UFOP with School); and (3) the design of the network of regional cooperation: university, municipalities and superintendence. The theoretical framework is based on the contributions of Abrucio (2005; 2010) and Arretche (1999; 2001; 2002; 2004; 2010) on the organization of the Brazilian State, on the possibilities, the impasses and challenges of Brazilian constitutional architecture and the problems to which social policies are subjected from the point of view of forming cooperation between the federated entities. Bichir, Bretas e Canato (2017) and Bichir (2016; 2018) analyze and propose the study of policies based on an understanding of multilevel governance revealed by the complexity of the Brazilian tripartite system and the construction of arenas as a way to overcome the various challenges of this system. Advancing in the field of Education, we bring the analyses on the relationship between the education networks proposed by Gatti (2007; 2008; 2010), focusing on the policies of initial and continuing teacher training. Likewise, Segatto and Abrucio (2016) will propose analyses of the relationship between states and their municipalities under the prism of education to verify what were the advances and how they occurred. As part of the results, in the first dimension, the interviews with teachers pointed out that their action in the Program has been directed by policies coming from the Ministry of Education (MEC), such as the National Education Plans. At the same time, the conformation of the “Mesa” (Table), which dialogues with municipalities, is inspired by models established by the MEC’s secretariat. In addition, the preparation of the initial actions took place through the financial induction process, with the approval in notices for the maintenance and development of extensionist activities. Although several bottlenecks are observed, the federal action was shown, in the period of the research, effective and the resources provided by this entity were fundamental for the Program to exist. In the second dimension, the representatives emphasized the importance of the Superintendence of Teaching in the process of regional agglutination around the “Mesa” (Table) and its strong performance with all municipalities and with the University. They have long been participating in the activities with the Program and with the “Mesa” (Table) and are satisfied with the results of these formations. They made considerations about how they relate to the other members and which representations pose the most questions in the meetings and also about their path with the other members of the “Mesa” (Table). From the reports, a network is formed between all the institutions, and they create what has become the third dimension. In this dimension, the reports and records show that the Program has the objective of focusing on the policies, programs and educational actions of municipalities, but that this process has not been simple. In the report of the professors at university there is a difficulty of the municipalities contributing financially, that there are demands of the municipalities and the Program states that there is possibility and personnel to work with that theme. There are formations that UFOP cannot offer. There are scholarship holders and the building, but training is free. The prefectures must ensure the snack and transport. The extensionist actions of training unfold in the construction of a very own conception of teaching practice. Such construction affects municipal structures that have more freedom to act in the policies of this field once governments are absent and directed to actions. This process has been accompanied, in smaller municipalities, by the construction of new pedagogical political plans.
